Ministry of Commerce conducts anti-dumping investigation on imported methyl isobutyl (meth) ketone

Gade Chemical Network Daily Hotspot] The Ministry of Commerce announced on March 27 that it will conduct an anti-dumping investigation on imported methyl isobutyl (meth) ketone originating in Korea, Japan and South Africa.     On February 9, 2017, the Ministry of Commerce received the official submission from the China Petroleum and Natural Gas Co., Ltd. Jilin Petrochemical Company and Ningbo Zhenyang Chemical Development Co., Ltd. (hereinafter referred to as the applicant) on behalf of the domestic methyl isobutyl (meth) ketone industry. In the anti-dumping investigation application, the applicant requested an anti-dumping investigation on imported methyl isobutyl (meth) ketone originating in Korea, Japan and South Africa.     Based on the evidence provided by the applicant and the preliminary review by the Ministry of Commerce, the applicants and the domestic enterprises supporting the application produced methyl isobutyl (meth)one production in 2013, 2014, 2015 and January-September 2016. In the same period, the proportion of total output of similar products in China exceeded 50%, in line with the provisions of Articles 11 and 13 of the Anti-Dumping Regulations of the People's Republic of China concerning the application of anti-dumping investigations by domestic industries.     The application claims that methyl isobutyl (meth) ketone originating in Korea, Japan and South Africa is exported to China at a price lower than normal. Based on the evidence and information reasonably obtained, the applicant applied for the price of the product in the domestic market in South Korea, Japan and South Africa as the basis for determining the normal value of methyl isobutyl (meth) ketone in Korea, Japan and South Africa. The customs statistics price of the products imported into China for investigation is used as the basis for determining the export price. After adjusting various factors affecting the comparability of prices, the application for investigation products is subject to a large amount of dumping. The application also claimed that domestic industrial production, sales volume, sales revenue, market share, operating rate, employment, and per capita wages all showed signs of deterioration due to the impact of imports from South Korea, Japan and South Africa. The sales profit rate and the investment return rate have been negative for a long time, the losses are serious, the domestic industry has suffered substantial damage, and the dumping of the products for investigation and the actual damage of the domestic industry have a causal relationship.     The Ministry of Commerce decided to initiate an anti-dumping investigation on imported methyl isobutyl (meth) ketone originating in Korea, Japan and South Africa from March 27, 2017. The dumping investigation period is from October 1, 2015 to September 30, 2016, and the industrial damage investigation period is from January 1, 2013 to September 30, 2016.
